elementary2 The Human Early Learning Partnership (HELP) collaborates with academic, government, school, and community partners to gather data and report on child well-being in British Columbia. Overall, Revelstoke at a rate of 11% had the lowest vulnerability rate in the province. The provincial vulnerability rate is 32.5%.
